The Senior Procurement Officer will assist INRM in handling the matters relating to procurement of goods, works and consulting services for the INRM-administered projects, portfolio management, procurement issues for loan/TA processing, capacity building training and seminars, and other general project administration activities. The incumbent will report to designated International Staff (IS).
Review of Procurement and Consultant Recruitment Matters
Acts as INRM focal person for review and analysis of matters relating to procurement and consulting services for delegated projects/TAs and takes initiative to deal with related issues in proactive manner in collaboration with the Resident Procurement Specialist;
Advises on technical review of various procurement documents undertaken by project teams, including bid documents, bid evaluation reports, expression of interest (EOI), request for proposal and recommendations for contract award for projects under INRM administration;
Advices on complex procurement issues to both INRM staff and EAs, and suggests appropriate measures to resolve them quickly;
Assists project officers in preparing necessary Reports/Memos/electronic Procurement Approval Forms (ePAF) for processing procurement and consulting services cases under INRM projects;
Assesses e-procurement systems implemented by EAs for delegated loan projects;
Provides handholding assistance to the EAs in preparing various procurement documents to ensure that the EAs fully comply with ADB's procurement guidelines and loan agreements;
Responds to EAs' inquiries on procurement and consultant recruitment matters;
Assists INRM staff in the hiring individual staff/TA consultants through CMS system and guides them in dealing with complex contract administration issues;
Carries out state level procurement reviews as necessary to identify generic procurement issues and advice remedial measures to address them; Keeps current with ADB's list of sanctioned firms and liaises with ADB's OAI on fraud and corruption issues in delegated projects/TAs.
Assists loan review missions for INRM administered projects to assess EA's procurement performance and contract award achievements against projections, identifies bottlenecks in procurement processing and non-compliance with ADB's procurement guidelines, and recommends remedial measures for improving procurement performance.
Capacity Building and Knowledge Management
Acts as Resource Person to give lectures/presentations in capacity building seminars/workshops to enhance EAs' capacity and skills in procurement, consultant recruitment and project administration areas to ensure full compliance with ADB policies and guidelines;
Assists INRM Portfolio Management Unit (PMU) in assessing the capacity of the executing agencies (EAs) and implementing agencies (IAs) in carrying out procurement activities and identifies specific training needs and focus areas for capacity building of EAs;
Develops training materials and knowledge products based on practical experience gained from review of procurement and consultant recruitment in ADB projects to share the experience of frequently encountered cases and best practices towards their resolution;
Coordinates and conducts Business Opportunities Seminar (BOS) for contractors/suppliers and consultants, Provides mentoring support to project analysts in the PMU.
Assists INRM PMU to conduct Tripartite Country Portfolio Review Meetings (TPRM) to monitor and discuss procurement, consultant recruitment and project implementation activities in ADB-financed projects;
Reviews contract award and disbursement performance, identifies bottlenecks /reasons for slow procurement progress and shortfall in contract award/disbursement achievement, develops action-plan to address those constraints to expedite project implementation performance;
Assists in preparing annual contract award and disbursement projections for INRM delegated loan projects and monitors the achievement against those projections;
Monitors TPRM Action Plan for each project and conducts internal portfolio review meetings with INRM and HQ project staff to identify project implementation issues/risks in India projects and advise them to resolve those issues;
Conducts detailed review of TPRM briefing sheets and background papers and review EAs' submissions on procurement-related project administration matters such as contract variations, change in procurement methods and thresholds, as per ADB guidelines and PAI procedures;
Supports the establishment of efficient and effective project performance management system with systematic progress reporting mechanism including monitoring of contractors and consultants performance and troubleshooting mechanisms;
Streamlines portfolio management reporting mechanism efficiently through digitalization of all requisite reports to be accessible easily such at common location as loan signing and effectiveness, quarterly progress reports, loan savings and cancellations, status of audited projects and financial statements, financial closures, contract level monitoring
Project Processing and TA Administration
Assists INRM Portfolio Management Unit in processing and administering delegated TAs;
Assists loan/technical assistance (TA) processing missions to review contract packaging and prepare procurement plan;
Assists project processing mission leaders in discussions with EAs and preparation of aide memoire in matters relating to procurement and consultant recruitment;
Assists in review of the draft RRP sections on project implementation arrangements, particularly the sections on procurement and consulting services and the procurement plans prepared by the EAs/Borrowers
e-Operations Project Functions
Acts as focal person in INRM for dealing with all technical and operational issues relating to e-Operations Project for INRM administered loans/TAs/grants;
Coordinates with all INRM sector groups for retrofitting and updating all project records in e-Operations with transfer of legacy data from PPR into new PPR system, Monitor PPR ratings and technical issues, latest project progress, design and monitoring framework (DMF), LFIS financial data and loan covenants in close cooperation with PPFD/OIST;
Confirmation of data accuracy for all project records for delegated projects and TAs; Rectification of all technical and access-related discrepancies to ensure availability of all project records to INRM staff;
Arranges training programs for INRM staff on all modules of e-Operations and resolve any technical/operational problem in consultation with PPFD/OIST
Donor Coordination with development Institutions
Keeps track of India's and States' policies, laws, rules, manuals and regulations on procurement and assists PMU in liaising with other donor agencies, and coordinating the harmonization of procurement and consultant recruitment procedures and alternative procurement modalities adopted by them to streamline and expedite procurement progress in their projects
Mentorship and Others
Provides guidance to junior officers to facilitate work planning, work execution and quality control.
Performs other duties that may be assigned by supervisors.
Relevant Experience & Requirements
Bachelor's degree in engineering, preferably an advance degree
At least 10 years of relevant professional experience in project preparation and administration with substantial experience in procurement and contract management
Familiarity with ADB and/or World Bank procurement policies, guidelines, and procedures, and anticorruption policies.
Sound knowledge of government administrative systems and procedures, particularly public procurement systems.
For internal applicants - Procurement Accreditation Skills Scheme (PASS) accreditation in procurement and consulting services will be preferred (non-accredited applicants may be considered though will be required to complete accreditation within one year of appointment).
External applicants if selected will be required to complete above PASS accreditation within one year of appointment
Familiarity with accepted best practices of procurement and disbursement processes
Excellent written and verbal communication skills in English is required
Proficiency in the use of technology packages (common word-processing, spreadsheets and graphics, PowerPoint and web-browsing and search engines)
Familiarity with local languages and institutions.
Excellent interpersonal and communication skills, ability to work in a multicultural environment.
Ability to take initiative and work proactively.
Flexibility/willingness to perform variety of tasks and expand the scope of work and responsibilities as needed.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
