CHAI has been working closely with the William J Clinton Foundation in India since 2004 on an array of high priority initiatives aimed at improving health outcomes. Undertaken in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW), WJCF’s support to MoHFW ranges across HIV/AIDS, Hepatitis-C, Tuberculosis, sexual and reproductive health, child health, immunisation and cancer. Additionally, WJCF is also supporting the government of Madhya Pradesh (MP) on programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhoea and pneumonia, and helping increase access to spacing methods, safe abortions and post-abortion care.

WJCF’s support to the National AIDS Control Organisation (NACO) aims to strengthen access to HIV care and treatment through robust laboratory systems, efficient programmatic management and data-driven decision making in order to achieve the ambitious 90:90:90 goals. With support from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), WJCF is undertaking a transformational project to develop and implement an integrated technology platform for strengthening access to HIV care and treatment through efficient management of the program. Christened Strengthening Overall Care for HIV-patients (SOCH), the platform will integrate existing data systems with newer modules being developed and integrated, where applicable. It envisages leveraging desktop systems and mobile application with multiple role-based interfaces, for users in both on-line and offline modes to support service delivery through HIV continuum across various types of HIV healthcare facilities in India. It will also be used to track and monitor distribution and consumption of HIV commodities worth $200 Million annually with linkages with other external MoH systems. The system also envisages extensive reporting and predictive analytical capabilities for data-driven decision-making at various levels. Whilst the system will be developed through an external vendor through close oversight by the SOCH team, which comprises technically qualified staff with experience in product management, IT implementation, DevOps and data analytics, its implementation will be project managed by SOCH team in close collaboration with NACO.

We are seeking a highly motivated individual with outstanding credentials to lead the SOCH program. The ideal candidate should have strong program management skills, demonstrated leadership in leading high impact teams and experience of delivering transformational projects at scale. The Senior Manager will lead in the team in overseeing the complete software development of the integrated system by engaging an external vendor, provide guidance on its design based on user inputs and work closely with NACO in its implementation . The candidate must be able to function independently and flexibly and have a strong commitment to excellence. Responsibilities
Provide leadership to a high impact team comprising of developers, technical resources, programmatic staff and finance and administration resources in delivering the project to tight timelines and budget
Develop in-depth understanding of the project requirements, current IT systems and act as interface between NACO, vendor and other stakeholders to provide strong oversight in development of comprehensive new solution
Review process maps that have been developed by incorporating feedback from users and recommend and implement changes, where required
Lead the process of implementation of Minimal Viable Product (MVP) and support the team in trainings of end users in order to mitigate risks and manage the process of change
Provide inputs on integration of different systems with NACO’s eco-system and work closely with stakeholders for facilitating information integration with other external systems
Lead the development of solution architecture along with external software partner for the integrated system after incorporating all the inputs and functional requirements
Design and refine the end-to-end functional and technical specification for the proposed ICT system for desktop, mobile and tablet versions
Lead the process of engaging external software development partner through evaluation of bids and finalizing engagement terms. Provide strong oversight of the development partner to ensure adherence to planned timeline and budget, and, in validating detailed specifications and development costing of various modules and functionalities
Engage with government stakeholders at national and state level to steer seamless migration of the end users from existing IT system to new system
Ensure NIC security and EHR compliance of new system and design data migration policy from migrating data from legacy systems with minimal loss
Ensure strong and regular engagement with different stakeholders at NACO (at national, state and facility levels), development partners and implementation partners to ensure sustained commitment and support
Undertake any other duties as required for successful project implementation
Engage with CHAI global and country teams for support, collaboration and dissemination of lessons to inform adoption of digital health platforms and systems in other CHAI countries
Ensure close, regular and strong relationship of trust with the donor in reporting in consonance with grant agreement while proactively mitigating risks and informing changes Regularly refine work plans and budgetary projections for successful delivery of the program

Qualifications
Bachelor of Technology degree in Computer Science/Electrical/IT or any other Bachelor of Technology degree with 10+ years of experience in development and implementation of large scale ICT projects including Software Development Life Cycle
MBA from a reputed Business School or strong leadership experience of leading high impact teams in managing large scale complex transformational projects, especially IT program implementation in public sector settings, would be highly preferred
Experience in creating strategic product roadmap(s) from conception to launch for digital products, driving product vision, go-to-market strategy and design decisions and client support
Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills
Proven track record of working in challenging multi-stakeholder environments & ability to build relationships with a range of stakeholders and drive immediate results
Entrepreneurial mind-set, including ability to work independently, self-motivate, and propose and implement new initiatives Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word and use of various Project management tools especially those used in product development and familiarity with Cloud hosting solutions like AWS and NIC
Willingness to travel if required and at short notice, even to remote places
Fluency in English and Hindi
